Operator All and INCR file fails with XML Error

Scenario - Since the refresh the normal Identity Files have not been loaded to match production.  I am simply trying to assign bill digges as the operator to store 01171 and 02693 like before with an Operator Incr file  (attached)

Steps:

1) Load Operator Incr in testing to \\ATL2CFANPV002\CFATesting\DataImports\Identities

2) Run the Operator All Identity Import OR the Operator Incremental Identity Import from Server Manager

3) View the Audit Log (see defect below)

Defect: 

An error is logged. 

Operator All was not loaded. I attempted to load the Operator All and it only included 1 operator. bill.digges (attached - only 1 operator). I get the same error as in JAT and Staging
