Store Manager not able to transfer Labor/Wages Expenses from 01171 to 02693

Scenario - Store Manager assigned to 1 store of an Operator - bill.digges that has 2 stores. When the manager logs in to the system and navigates to the EOM>>Expenses to be Transferred and attempts to Add an expense to be transferred , this should be allowed.

Steps: 

1) Login to testing environment - m.informtesting.cfahome.com  as joey.kidd2/123456 - manger @ store 01171

2) Open EOM

3) Attempt to create an Expense to Be Transferred with a category of Labor/Wages

Defect: 

Labor Wages does not display in the drop-down for joey.kidd2. 

Expected:

Display Labor Wages as we do for the multi-store operator and allow this Manager to transfer Labor/Wages expenses to the 2nd store that the Operator runs, regardless of whether this Manger is a Employee at the 2nd Store.
