Error adding Sales Exclusions to locations where there were no Sales Exclusions were previously assigned

When adding Sales Exclusions to locations where there were no Sales Exclusions were previously assigned with via the Admin page (Sales Exclusions - Actions - Edit), it goes through as if successful, but does not appear on the EOM.
