Steps to Reproduce:
1. Login to MxNext
2. Switch to Non-signal Store
3. Navigate to Production > Bulk Prep Report
4. Open the Date Picker and change the date

Expected Result
The Start Time should move to the next 15 minutes based on System time upon login
(If the time is now 2:17 PM then the start time upon the page should be 2:30 PM and the End Time is the next interval which is 2:45 PM)

Actual Result
Interval Doesn't Appear to be implemented
