      Description

      As an administrator I want the rules import to NOT create rules for Vendor Items that are discontinued

      Acceptance Criteria

      1. Confirm when a rule is imported and ALL Vendor Items for that Vendor Item Code are discontinued do not import the rule
      2. Confirm when a rule is imported and at least one Vendor Items for that Vendor Item Code is active (others may be discontinued) import the rule
