As an admin, I would like have the new requirements implemented when creating transfers by calling Signal API.
Description
#1 Create Transfer Updates
Task 1 : Send only unit 1 unit 2 and unit 3 when creating transfers
Task 2: Add Reason Code Hard Coded to "Other"
Task 3 : Replace "createdBy" with "cfaGuid" //the user id that created the transfer: “danny.han” should be acceptable.
