EOM - R3 - Lock Period After Process

Story
As a user who performs the End of Month in InFORM, I would like the period to lock after all End of Month processes are completed.

Detail
Lock the period for finalization after the end of month process is completed. The current locking is triggered by a web service pushed from CFA. Once the web service is consumed, we create a new record in tbperiodclose with a status of "1"

Acceptance Criteria

• Confirm after all process are completed for the End of Month, a new record for the store is created in tbperiodclose.
• Confirm after all process are completed for the End of Month, the new record for the store is created in tbperiodclose with the correct business day, which is the first day of the month for the month being closed.
• Confirm after all process are completed for the End of Month, the new record has a status of "1" for the store.
