Download Center - Auto select the first item in the list.

      Description

      When loading the downloads in download center, the first row has to be selected on load-up in order to make the UI more intuitive to the user and that we don't have to prompt the user to select a download in the right panel.

      We also have to hide the download button when the CachedReport status is not ready or downloaded.
