When reviewing the Build To, I was testing in a Usage Ordering Store, and the Build To field is displayed in Item Maintenance but it is Read Only.

When viewing a Suggested Ordering Store, and setting the Config to ALL Items, I see the same result, as below:
It looks like the ALL Items setting is not working correctly.
