Story
As an Operator performing my End of Month, I would like the ability to input a refill value for estimating my drink refills for the month.

Details
Add a Refills section to the End of Month page.
The section should be titled "Refills"
The number will be entered as a two-digit numeric value and not a percentage or decimal places (ex: 40, not 40%).
The section should have a complete task button.
Change the existing verbiage in the section from "Please enter percentage of drinks believed to be Refills." to "Input the percentage of drinks refilled during the month."

Tables:
InFORM will store the following in a table:
Estimated drink value
Business Period/Month
Date/Timestamp
GUID of user who last updated the record UserId of user who last updated the record
Store Number

Acceptance Criteria
Confirm a refills section exist on the Month End Notes page
Confirm the section is titled "Refills"
Confirm the refills section has an input field for entering an integer value, with a max value of 99
Confirm the value is displayed as a percentage in the section
Confirm the value is stored as a two decimal integer.
Confirm the Estimated drink value is stored in a table
Confirm the Business Period/Month is stored in a table
Confirm the Date/Timestamp is stored in a table
Confirm the GUID of user who last updated the record is stored in a tableUserId of user who last updated the record
Confirm the Store Number is stored in a table.
Confirm the refills section is available for only configured restaurants
Confirm that previously entered refill data for the current (open) business period is displayed and editable
Confirm that the refill data can be displayed for previous (Closed) End of Months, but is read-only
Confirm that a blank value will be written to the database as having a value of 0 and sent to the CFA web service as 0
We don't need to store a history of changes/previous values for a store/business period
Confirm for configured restaurants, a value of 0 is entered upon page load for the refill value.
Confirm verbiage exist stating what the user should input in the section
Confirm the verbiage indicates the user should enter an estimated drink value in a percent
Confirm the verbiage in the Refill section reading "Please enter percentage of drinks believed to be Refills." is now changed to "Input the percentage of drinks refilled during the month."
