Request AWS Forecast: Summary forecast should turn Red, when the Lastest Gen Date > Ext. Gen Date

Missed requirement on Soma Dixon 's (my) part.  If the Summary forecast in Inform is older than the externally generated forecast by CFA, then the row should be red and not green to indicate that there is a newer Summary forecast at the endpoint to retrieve.    

ex. For the full forecasts, if the ext gen date is older, the row turns from green to red indicating that you need to request the newer forecast.  I believe this same behavior must happen for the summary forecasts.
