CLONE CFA 2019.R2 - Save button is disabled on Manage Order Guide Page after second save, and Confirm button is red

When changing the active/inactive an item, I am able to save after making the initial change.  However, when flipping the active flag again, the save button is now disabled until I refresh the page.

Reproduction steps

1. Open Maintain Order Guide page
2. Mark an item inactive
3. Save
4. Mark item active
5. Notice save is not enabled and you are not able to save change

Also, when saving changes, the confirm button is red rather than green. 

Workaround: Refresh page.
