Caner - Manage Vendor Item Assignment - Blank Page and permissions

As an Admin I want to access the Manage Vendor Item Assignment so that I can start the process of assigning vendor items to restaurants

Acceptance Criteria

1. There is a new menu item under the Administration menu group
   • Assign Vendor Items
2. There is a blank page, titled Manage Vendor Item Assignment, accessed from the Assign Vendor Items Menu item
3. Visibility to the Assign Vendor Items page is controlled by a new Permission
   • The new permission, under mobile, is named: Administration - Manage Vendor Item Assignment - Can Access
     • Note: If the user only has this menu item (under the Administration menu group) assigned to their role, the group should be displayed
4. Page should be added to Help Articles
5. Schema change is completed to allow this page to be loaded in MMS in an iFrame
   • The schema change should hide the store selector, as with workflows
   • Note: while the page probably will not be used in this manner (within MMS), we will continue to support new pages in the iFrame until told otherwise
