CLONE 2019R2 - Download Center - Download Count not incrementing correctly

      Description

      When viewing the Download Center, I noticed that the Download count is inaccurate, my supposition is that it is increment each time the page is loaded

      Also, Files that have been downloaded, are being displayed under the Not Downloaded filter
