SO-Alert the user on the purchase order when the on-hand is negative

Please highlight/alert the user on the order line when the on-hand is negative for suggested items. Is there a way to exclude expense items since they don't always count these and depletion is difficult? Since some items are on the non-suggested list and are inventory items I'd prefer to not use the 'Suggested Item' flag to determine if there should be an alert.
