EOM Page Handling of Stores that Close for a certain period of time

Related to CFAMX-3949, we ran in to a scenario where a store was closed for a few months.

We need to determine the Business Rules for how this new EOM application is going to handle all of this:

1) Continue to default to the last "unclosed" month
2) Does the page need to say or do anything differently for moths where there are no transactions?
3) Do we need\want any kinds of shortcuts around having to fill in Monthly Counts and Finalize Days to catch up?
4) Will there be any quirks with all the web services we will be calling for those skipped months?
