      Description

      As a Product Owner I want to be able to click a link in the confirmation toast after generating a report, so that I don't have to go back to the menu

      Acceptance Criteria

      1. Confirm when a toast is displayed indicating that a report is being sent to the download center, the words Download Center are a clickable link
      2. Confirm clicking on the link takes the user to the Download Center
      3. Confirm when clicking elsewhere in the toast dismisses the message
