Place Order's "Negative On-Hand" warning message should be ignoring Filters

It seems that the warning message about "Negative On-Hand" items is not checking the entire Order, but instead, only the items currently filtered to. To reproduce:

1) Create an Order where there are Negative On-Hand values for Suggested Items:

2) Change the filter (either the Text or "Items Not Suggested") and then try Place Order again.

Actual Results is a fail because we do not see the warning:

Expected Results: We should see the warning no matter what the filter is set to.
