Suggested Ordering does not respect Forecast Filter Usage

One of the last hardening, Day in the life tests, requires that suggested ordering use a different filter for the forecast data used: (normally, this is just a "set it and forget it" type setting)

I cleared the system cache to ensure that the new values would use the new settings without any caching.

When I create an order, the filter is still using "inside sales" to calculate the suggested values:

Expected results:
Since there are no catering/pick up forecasts, the suggested values should be respecting the filter and displaying 0 as the suggested values.
