CANCELLED - Suggested Count - Toggle Between Sub Types (Suggested vs Regular)

After some discussion, Colin Wyatt-Goodall and I decided that while it would be nice to support toggling back and forth between count types, the complexities outweighed the benefits.
If a user decides to perform a suggested count, and then decides that they actually want to count product, they will need to delete the Suggested Count and start over.

As an operator I want to be able to toggle between count types (suggested vs Regular) after I have selected to use the option to Use On Hand Values so that I can capture accurate data for my high cost items

Notes

* User should be able to switch from Suggested Count view to Location based Count view


Acceptance Criteria
# Confirm that the user can swap back to the normal view, by going to Actions > Count By Location
# Confirm that any data entered into locations is retained when swapping from Suggested to normal count view
# Confirm that the count can be successfully applied with a mix of system populated On Hand values and user entered location data
# Confirm that the Count Export is successfully generated and includes the expected data (as a mix of system on hand and location data was entered)
# Confirm that the UPT Calculation job is triggered and runs as expected
# Confirm that if a user starts with a regular count, and counts some items by location, and then switches to the Suggested Count, the data entered into the locations carries across to the Suggested Counts
#* The system on-hand should not be used if there is already location data <> 0 for an item
#** If the user drills into the locations for an item, the values previously entered should be displayed
#** Any changes made to data saved by location should be persisted
#* If an item has not been counted by location, when swapping to Suggested Count the system on-hand should be used
