EOM Comments - allow save and complete of 'no data'

      Description

      Comments are not required. Currently if I have a comment then remove it. Please allow me to Save or complete.

      Scenario - Open Comments for EOM where the review Task is visible & a Comment was previously entered (00440 JAT - July 2018)
      Remove the Comment of "Test"

      Defect - both Save and Complete become disabled
