      Navigate to the above page and select above date
      observe: TBC record with inactive account – Mary Hotard
      Click on the pencil to edit record
      Attempt to select a different account and Save
      Results: Save is enabled, but
      1. Nothing is saved
      2. The save button remains enabled
      3. No error is generated in elmah
      4. No error is generated in Event Viewer
