As an operator I want to see a different message in the Finish Count modal when applying a suggested count so that I am informed about what I am doing

- Swap the message displayed in the Finish Count modal when applying a suggested count
Acceptance Criteria
- Confirm when applying a regular count the message displayed, is the current message
- Confirm when applying a suggested count the message displayed is a new message that can be localized
- The on hand values being recorded as a part of this count, reflect the system calculated values, enter the date and time that the count was actually completed, not the submission time.
