EOM > point the EOM Utilities above Threshold and Invoice Check at the CFA's dev endpoint

Story
As a developer I want to point the EOM Utilities above Threshold and Invoice Check at the CFA's dev endpoint so that it can be tested end to end

Details
The endpoint for the two GET methods need to point to the Chick-fil-A development endpoint. They are currently local. The entries should be added to tbExternalApi. We will need to add the Description, APIUrl. The UserName and Password will be the same as the other dev endpoints.

Endpoints
The Utilities Above Threshold API Endpoint should hit https://dev.ext.services.cfahome.com/eom-api/v1/utilities-above-threshold
The parameter should be Restaurant number and business period.
An Example:
locationNum=01919&businessPeriod=01-FEB-2017

The Invoice Check API Endpoint should hit https://dev.ext.services.cfahome.com/eom-api/v1/invoice-check
The parameter should be Restaurant number and business period
An Example:
locationNum=01919&businessPeriod=01-FEB-2017

Auditing will have to be completed for this section - a "Get From CFA" event will need to be created and logged.

Acceptance Criteria

1. Confirm the Utilities Above Threshold GET method is hitting Chick-fil-A's development endpoint of https://dev.ext.services.cfahome.com/eom-api/v1/utilities-above-threshold
2. Confirm the Invoice Check GET method is hitting Chick-fil-A's development endpoint of https://dev.ext.services.cfahome.com/eom-api/v1/invoice-check
3. Confirm the Utilities Above Threshold payload is sending Location Number and Business Period
4. Confirm the Invoice Check payload is sending Location Number and Business Period
5. Confirm the Utilities Above Threshold endpoint is stored in tbExternalAPI
6. Confirm the Invoice Check endpoint is stored in tbExternalAPI
7. Confirm there are audit events for "Get From CFA", "Modified", and "Completed" for this section
