Splash Page in MxConnect

      Description

      As we continue our journey to move MMS functionality to MxConnect, one area that CFA is interested in keeping is a Splash page or way to notify users of things like: known outages coming up, best practices, recommendations for forecast adjustments, etc. We currently leverage the MMS Splash page heavily, and don't currently have this functionality in MxConnect.

      As a user, when I log into MxConnect, in order to be better equipped and in-the-know, I'd like to be able to see messages that have been posted from CFA corporate.
