Selecting Actions > Cancel Order, does not Cancel the order

After opening a draft order that was creating in the past, the user sees Actions > Cancel ORder, and this option does nothing.

Steps to Reproduce

• Find Draft order from previous day
  • Store 00442
  • 
• Delete modal shown as expected
• 
• Click on Cancel

Actual Results

• Go to Actions > Cancel Order
  • 
• Cancel modal is displayed
  • 
• Click on Cancel
• Order is not Canceled
  • 

Expected Results

• Delete is listed instead of Cancel Order, for Draft Orders
  • 
• Go to Actions > Delete
• The existing Delete modal is displayed
  • 
• The Draft Order is Deleted
