CLONE (2018.R4) - Custom Counts - UPT Factor Calculation Delay

As an admin I want to be able to set a delay for the UPT Factor calculation job being triggered when Custom Counts are applied so that there is consistent behavior between all count types

Notes

• From CFAMX-139: There also mention in the code of a delay that is configured via the AppSettings (??). Key = "UPTQtyDelay"
• What this means and why?
  • When the UPT Factor Calculation job (when applying a count) was developed, a a configuration was implemented in tbAppSettings that made provision to delay the triggering of the job
  • The reason for this was that at month end the server is very busy and by introducing the delay we could allow the UPT Calc Job to be triggered by monthly counts. Typically it takes 2 hours per day to perform this job, and we did not want to add this additional load during month end. So long as the UPT Factor is updated within 24 hours we are good, hence introducing a configurable delay.

Acceptance Criteria

1. Confirm that there is a new setting to configure the delay when applying one of the Custom Count Types
2. Confirm that the settings of each of the custom counts is respected when applying a count
3. Confirm that the default setting is one hour for each of these settings
