2019.R4: Edit Allocation Qty-Draft order - Remaining allocation amount in side panel is random

Steps
1. Create a draft order with for an item whose allocation is "used up"
2. Edit/Update the allocation Qty by 5 more than last ordered ex. total = 10 used=10, update the total to = 15
3. View the draft order
4. Change the order qty to exceed the previous allocation qty
This may have to be documented but the order panel's Allocation tab is wrong.

Observe: The new Total is displayed in the panel of 15, previous ordered is 10, but the Remaining allocation in the panel and for the order is 0

You must delete the existing draft orders when the allocation is changed if you want to take advantage of the additional amounts.
