EOM - Utility Payments - Changing Accrual amount displays previous value on Save

After modifying the accrual amount and clicking 'Save' the page refreshes and displays the previously entered amount.

1. Using Feb 2019, "00198 - Northwest Arkansas Mall", navigate to the End Of Month page and expand Utility Payments section.
2. Select "Add Accrual" action for "Utilities - Water and Sewage"
3. Enter an amount and click Save.
4. Enter a different amount and click Save again => the page refreshes and displays the previously entered amount.
