2019.R4:Prompt to Enter Cover Until setting is Off but I get prompted to enter these dates

Navigate to the configuration setting page and verify that the configuration is off for all templates

Navigate to the order page and create an order

Observe: The user is prompted to enter a delivery and cover until date even though the configuration is off.

Could very well be user error.
