Only Send Mark Month End when Inv Summary and Inv Detail pass

This was discovered in the final round of EOM Error handling testing. The Mark Month End should not send a closed business period when the Inventory Detail or Inventory Summary fail. The work done here was to fix that on the InFORM Side. Chris Jones may put in additional logic on CFA side, but it's not required.
