Default manually added inventory items to a suggested order default of False

As an operator, I would like the suggested order value to default to False when manually adding a new item so that the items in my orders are not suggested for Produce and Local vendors

Business Reason

• When a new Inventory Item is created, a corresponding entity item is created for all entities. The Suggested Item flag is set for these entity items.
• The current behavior is to default the Is Suggested Item to be True
• When a store becomes a Suggested Order store, the result on this is that ALL items become suggested, for ALL vendors, including Produce and Local Vendors.
• The desire is to have ALL items default to False, by default, and then use the Inventory Entity Item Import to make specific items Suggestible for specific stores
• This will mean that items for Produce and Local vendors will not be suggested when creating an order

Details

• When a new inventory item is created through the UI, the default setting for the suggested order will be set to false.

Acceptance Criteria

1. Confirm when adding a new inventory item through the UI, that the corresponding Entity Items have the Is Suggested flag set to False
2. Updated 10/15 Confirm that entity items can be changed from a Suggested Item default flag value of "False" to "True" when the setting at the Inventory item is true.
   • New 10/17 If the Is Suggested flag is set to false on the Inventory Item, the Suggested Item flag on Set Restaurants should be set to False and disabled hidden

3. New 10/15 Inventory Item - Is Suggested = True -> Entity Item - Is Suggested HO = True & Is Suggested can be True or False
   • Note: I am going to reach out to CFA to determine what the behavior should be at the entity when the Inventory Item is set to True, should both entity level flags be true, or should only the Is Suggested HO be true?
   • New 10/24 Response from CFA, when the Suggested Item flag on the Inventory Item is changed from False to True, both flags on the Entity Item should also be set to true (this is seen when performing the action through the UI)
4. New 10/15 Inventory Item - Is Suggested = False -> Entity Item - Is Suggested HO = False & Is Suggested = False
