EOM - Accruals and Reversals - Dollar max amount not validated

The Amount input box for Dollar measures (both Accruals and Reversals) does not display the red outline when a large amount is entered. (Does work for 0 and negative amounts though.) The user is still prevented from saving the new record.

To reproduce:

1. Add a new Accrue action, Dollar measure
2. Enter a large value in the Amount input box
3. Tab away from the input box
4. Red outline does not appear like it does for 0 and negative amounts
