Order Guide - Rules Page Add filter to show inactive rules

As an admin I want to view inactive rules so that I can see what has happened with an item in the past

Notes

• Add a new filter to the Rules page, the default value is Active Rules
• Available options are:
  • Active Rules
  • Inactive Rules (display only those that are deleted or expired)
  • All Rules (Active and Inactive)
• Mockup
• 

Acceptance Criteria

1. Confirm that there is a new filter on the Order Guide Rules page
2. Confirm that the options for that filter are:
   • Active Rules
   • Inactive Rules
   • All Rules
3. Confirm that on page load the default selection is Active Rules
4. Confirm that the order the rules are displayed in respects the sort order of the items, as determined by the user (CFAMX-6466)
5. Confirm that there is a unique icon that identifies that a rule has been deleted
6. Confirm that there is a unique icon that identifies that a rule has expired
