      I made it a blocker because it effects my ability to test the story.

      Precondition: The new setting to 3hours:

      1. Create a scheduled order and place the order or allow it to auto-submit at the scheduled time
      2. Now, create another order schedule with the same vendor and store
      3. Run the 'Create Scheduled Orders' Server manager task

      Expected: The order should not get created since the create time is within the threshold.
      Observe: The order gets created even though there is another order that has been placed within 3 hours.
