2020R1(S2):Create Scheduled Orders - Unable to create a draft order through a schedule

1. Created a schedule for a new order with a future cutoff date (either through the store calendar or drop the attached file)
2. Clicked Create New order or run the Create Scheduled Orders Job
Result: Order gets placed instead of order in progress/draft status

Expected: the order to get placed when the Execution time in tbTaskQueueMessage has passed
