Smart Safe - Do not allow ACH ADD when Monies to be Deposited = $0

      Description

      Currently when Monies to be deposited is $0 the Confirm button never becomes enabled. Therefore , do not enable the ADD button for ACH since there is no validation and we would not want to send a deposit in CDS.
