2020R1(S2):Hours Last Counted - <Action Menu> show both Place Order and Count Item(s)

1. Created an order from a schedule with both multi-order items and items that are outside of the count HOURS threshold.

2. Instead of fixing the count first, I fixed the multi-order ratio

3. Click on the Actions menu

Results: Both Place Order & Count Item(s) appear in the actions menu

Expected: Only Count Item(s) to be the available option in the Actions Menu
