2020R1(S2): Hours Last Counted - Viewing draft order, re-show the red highlights for the items counted as 0

Zero (0) is a valid count, but if you Correct on Hand the items that need to be counted as zero and save the order

next, re-view the draft order

Results: Only those items are shown as not counted again

If you count the items that need be counted with values > 0 and save the order
and then review the draft order

Results: Those items are no longer highlighted in red with the Correct On Hand message as expected

Expected: Items counted as Zero(0) should not show the red highlights to indicate the item needs to be counted since it already was counted in the order.
