1. Created an order from a schedule with a non-suggested, multi-order item with a ratio that was already 100%
2. Reviewed that multi-order ratio and clicked Apply (no changes made to the 100% ratio)

Results: Suggested Values were suggested for the non-suggested item

Expected: The order Quantity should not change for a non-suggested item
