CM MxC - Update Workflow ordering and completion criteria logic 2020 Release 2

Description

As a user, I want the Closing Change fund task to be after the Cashier Settlement task in the workflow, so that the order of Workflow tasks better mimics the actual in-Restaurant order of operations.

Requirements:
1. CONFIG CHANGE: Move the Closing Change Fund Workflow task to be after Cashier Settlement.

2. CODE CHANGE: Update completion criteria for below tasks--remove the criteria that "Closing change fund is complete" (this allows these tasks to complete earlier in the day before they get to their Closing change fund, which theoretically SHOULD be done after these tasks). These four tasks need this update:

TBC/Outside Sales,

Collected Sales,

Paid In/Out tasks,

Cashier Settlement:

3. CONFIG CHANGE: Make Closing change fund task dependent on the Cashier Settlement task so that a Closing count cannot be entered until after Cashier Settlement task is complete.
