Reports - Display Inventory Extension Report in Menu

As an operator I want to be able to access the Inventory Extension Report directly from the menu so that I don't have to go through the report portal for frequently accessed reports

Business Use case

• Continued migration from MMS to Mobile

Notes

• This is the first to be moved to the menu, it has already been migrated to mobile
• Display a new Menu Group, Reports, under Utilities, but above Administration
• 
• Need some way to configure which reports get displayed in the menu, under the reports menu group
  • Separate conifg for each report? Show ABC report in menu
  • One config, that takes in a list of values? Show these reports on the menu: 1012, 1011, etc....
  • Other?

Acceptance Criteria

1. Confirm that there is a mechanism to determine whether a report is displayed as a menu item or not
2. Confirm that when at least one report is configured to be displayed on the menu, the Reports Menu Group is displayed
3. Confirm that the Reports menu group is between Utilities and Administration
4. Confirm that the Report menu group uses the fa-table icon
5. Confirm that the Inventory Extension Report is displayed on the menu
6. Confirm that clicking on the menu item takes the user directly to the Inventory Extension Report parameter page

8. Confirm that there is an option to generate the report in Excel format (OK to send to download center)
