As an admin I want the rules page to support the selection of an a restaurant for inclusion/exclusion so that I can refine my Vendor Item Assignment

Notes

This story is to add support for Restaurant selection to the rules page (~~CFAMX-474~~)
Need to provide a simple way to select a restaurant:
- Ideally something like the smart search for changing a store in MxC would be good. Not sure what is posisble in the grid?
- An alternative, popup, has been implemented on the Admin > Data Export page

Acceptance Criteria

Confirm that restaurants can be added as well as zone as rules
Confirm that a rule can be zone based
Confirm that a rule can be restaurant based
Confirm that a restaurant based rule supports:
- Include/Exclude
- Restaurant Name
- Start Date
- End Sate
Confirm that a rule set can be a combination of Zone and Restaurant rules
Confirm that if a restaurant is configured as being explicitly Included for a rule, it cannot be excluded
Confirm that if a restaurant is configured as being explicitly Excluded for a rule, it cannot be included
