Suggested Item flag NOT defaulted to FALSE

      Description

      When creating an item in MMS_manage_wizards.aspx and making sure the 'Suggested Item' checkbox is NOT checked. Click 'Save and proceed' 

      The page will navigate the user to the next step in the wizard.

      Click the '2. BaseInformation' tab to navigate back and see that the 'Suggested Item' checkbox IS checked
