2019.R1(S2):OrderGuide: No Zones are available for Zone type error

      Description

      When the user selects a Zone type with no more zones left to choose (all have been used in other rules), is it possible not to show this zone type in the selector?  This causes the Zone to become outlined in Red with no option for the user to fix it.
