Inform Order Guide - items with no active rules appear as they have unapplied rules.

In JATesting, search for items that have unapplied rules, open rules for either item, there are no active rules.
Apply rules action should not be available.

PS. I've confirmed that in 2019R4 when all the rules are deleted, Apply Rules button is not active and there is no message appears when Back arrow is clicked.
