It is possible to create two counts for the same month

After creating a Count for August, store 1580, I noticed that the Monthly link was still available under Input Inv Counts
When clicking on the link, I was able to create another count for the month of August

Expected Results:

• After creating a Monthly Count for the period of August, I should not be able to create another for the same month
• The logic should be such that if a Monthly count has been applied for a period, it should not be possible to enter another monthly count until that period is closed/next period is opened
• This is how the logic works in R3
  • For example: this is what I see in Staging after applying a monthly count:

• Once the period has been closed, in my case in JAT, August 2018, I should now be able to enter a Monthly Count for September, but not before the period of August is locked
• The way the the system behaves today is that the Monthly count menu item is hidden once a count has been done for a period
• With the new logic, to allow counts for past periods, and to display those periods, we should apply similar logic to prevent multiple counts being applied within the same period
