Landing page - Splash page permissions and Continue button

In order to display a splash on the landing page, the user must have the same permission that grants access to the Splash Page editor, this is wrong

1. Please remove the need for a permission to display a splash on the landing page. Once a splash is configured for a store, it should be displayed, no permission required to view it.
2. When no splash is configured, the Continue button should not be displayed
3. Please add ids to each of the page elements that do not currently have them
