CLONE 2019R4.1- Suggested Count - When navigating to alternate menu item, and back again, too many Actions are displayed

When creating a suggested count, that has negative on hand values, the only available Action is Delete.
However, if you navigate away from the count, without finishing, say to Order History, then return to the Monthly Count, all Actions are available.

Step 1 - Suggested Count - Actions = Delete

Step 2 - Navigate to Order History (or some other, non Count page)

Step 3 - Return to Suggested Count, that is in progress - Actions = There are many
