As an operator I want to be able to edit the quantities to be declined in the decline item panel so that I can chose how much product to decline
Notes
- This story to is allow the user to make edits to the data displayed in the Decline Item panel
- Making these edits, should update other fields on the screen (See
CFAMX-7559)

- Confirm that clicking on the (2/4) accordion, and expanding it
Start Decline button(CFAMX-7544) enables edit mode - Confirm after (2/4) expanding the accordion
clicking on Start Decline, the (2/6)Reason for denialCommentsfield is displayed - Confirm that the values that are displayed in the edit fields (2/6) are initially zero
